Project overview
The Uganda Generational Civic Strengthening Program (UGCSP) is a proposed MOHI-led, non-partisan civic-learning and intergenerational engagement pilot designed to strengthen civic literacy, preserve community memory, promote peaceful participation and support responsible public-interest communication among young people and wider communities.
Problem being addressed
Many young people have limited access to safe, balanced and practical spaces where they can discuss citizenship, peace, public responsibility, misinformation, community accountability and Uganda’s development journey. At the same time, valuable lived experience held by older persons, veterans, retired public servants, educators and community leaders can be lost if it is not respectfully documented and shared. UGCSP responds to this gap by proposing structured, inclusive and non-partisan learning spaces that connect generations, promote critical thinking and encourage peaceful public participation.
Goal
To test a safe, inclusive and non-partisan civic-learning model that strengthens youth civic literacy, intergenerational dialogue, community memory documentation and responsible participation in public life.
Objectives
- Strengthen practical civic literacy, peaceful participation and community accountability among young people.
- Create structured youth–elder and intergenerational dialogue spaces for respectful learning.
- Document voluntary oral histories and community memory with informed consent, safeguarding and dignity.
- Develop accessible civic-learning and public-interest communication content for youth and community audiences.
- Generate credible pilot evidence, learning and stakeholder feedback before any wider expansion.
Main activities
- Baseline assessment and stakeholder validation.
- Civic-learning sessions with young people and community groups.
- Youth–elder, youth–veteran and youth–community leader dialogues.
- Voluntary oral-history and community-memory documentation with consent.
- School, university and community engagement sessions, subject to host approval.
- Development of approved digital, audio and community learning content.
- Monitoring, learning, safeguarding review and stakeholder feedback meetings.
Results and achievements
- UGCSP is currently a planned pilot. No implementation results are being reported at this stage. Verified results will be added only after activities are funded, implemented, documented and reviewed.
Challenges
- Implementation is subject to adequate funding, technical guidance, confirmed host platforms, safeguarding readiness and formal stakeholder cooperation.
Lessons
- Learning will be documented during and after pilot implementation. At this stage, the key planning lesson is that civic-learning work must be inclusive, non-partisan, evidence-based, youth-sensitive and guided by safeguarding, consent and community trust.
Sustainability approach
UGCSP will begin as a carefully managed pilot, document evidence and learning, strengthen community and institutional relationships, develop reusable civic-learning materials, and consider wider expansion only after results, safeguards, partnerships and funding capacity are properly reviewed.
